He has just registered on 25 October 2006, and with 0 rating he has opened a shop.

How is it possible ?

As eBay has a policy that a seller can open a shop only after he receives a minimum of 5 Positive Ratings.

Has the policy changed ?

It sounds he opened the store from the US site after going through ID verification.
