Fee for international listing during promotion 19/12- 25/12

I read that there is no international listing fee during the promotional period , but when I entered in the last page it showed a listing fee of Rs 15. I have tried several times to list the product but everytime it shows a lisiting fee. What is the problem? Am I doing something wrong or everyone getting the listing fee?

During promotions, users are charged at the time of listing the item and are credited for all eligible items in their next eBay invoice.
