do i need to pay octroi or other charges to courier company for mobile purchase i live in bhopal

i ordered panasonic t40 today i live in bhopal, the seller mentioned buyer have to pay any octroi levied to courier company. So do i need to pay octroi for mobile which will be delivered to bhopal
