What should I do if I make a winning bid and the seller asks me not to make payment?

Yesterday, on 27th August, I made the winning bid of 33,500/-. As my debit card allows maximum limit of 20000 per payment i sent a message to the seller for splitting the bill. There was no reply. I traced his number and called up and he told me that he has sold the item elsewhere as the winning bid was too low and i should not make the payment.

It is totally unethical, What is ebay's role in holding these auctions if they cannot guarantee delivery. Similar cases have happened in the past too but ebay takes no action.

If this were to be reversed i.e. if i  make a high bid and do not pay up after winning, what will ebay do?

Will I not be justified in doing so i.e. make high bids and not prchase the item?
