Plz tell me how to raise a claim again which is already resolved but ebay did not do as per agrement

Seller sent wrong/different item, so i raised a claim for replacement. Ebay assistant called n requested me to keep the item n told that they will offer a coupon within 7 working days, i agreed n issue resolved on 28 feb. But still now i dont receive any coupon n seller is also neglecting. Mail to ebay many times but i dont get any reply. Plz tell what to do at such situation.
