Item not delivered but a delivery message is received

What can I do on getting an e-mail saying that the item I have ordered is delivered to me ,though actually I did not get it.......?

double check with your seller and track the parcel if it says deliver than 

open ebay claim ebay will ask for the delviery proof  

you can open ebay claim if nothings works
