I really hate eBay now because the item I purchased on 27th last month not yet shipped and no refund

I bought the item on 27-09-13 and last date for shipping was 4-10-13.the shipping deadline was passed and no information about refund.Earlier when the deadline passes the eBay automatically initiate refund but it's not.
