How your courier person deliver material on open lid condition after packing with 2-3 polythene

I had placed order for sunderbad honey cost Rs.600/- for 500 gm.  Received material today.  Lid was open and bottle was covered with 2-3 polythene.  If appropriate packaging is not available at seller end then such type of material not to be sold.
