i had bought a cell phone using a paisapay now the seller says that there is no reputed courier service in my city which is not correct in that whati have to do to get refund ?

Why go for refund? Ask the Seller to ship via India Post. At least they do have service in every pin codes.

Ask the seller to initiate refund from his end immediately.
