What if a seller ask to send a faulty phone back to him for repair and after that stopped responding

I am writing to e bay since 13th August but so far there is no response. I am fail to understand what stops e bay to contact this seller. While searching on the net I found that he has done the same cheating with another gentleman as well. As an individual I may helpless but expect e bay to take some corrective action.
