Refund on hold as seller has appealed

I had bought an item on ebay for 16,490rs.The last day for shipping was 2nd july, But the seller didnt ship the item. The system initiated refund on 3rd july. But later i got a message that the refund is on hold as seller has appealed.

How can the seller appeal if he didnt even ship the product?..Am i getting harrased?

I have same problem.The seller did not mention any shipping details but he hold my refund.Even afer complain to ebay they do nothing till now.
