E-Bay shifts its responsibility by taking the plea ofPrivacy policy,Terms &Conditions of membership,User Agreement etc.Wheather E-Bay canbe booked under Consumer Protection Act[CPA]As it profits from by way of fees/commission from the seller?

Hello,
Well Ebay is the one who makes policies here, and when you clicked on the 'I agree' button during registration, Ebay wanted to make sure that you wouldn't raise questions against its 'Set of Rules'.
It is the domain of Ebay and we as members are accepting the rules of the website. So no reason to complain if Ebay is citing rules from the 'Policy' you willingly agreed to abide to.
Take Care
