I made payment for Rs. 257 but only Rs. 64.18 was debited and still the page shows no payment made.

I purchased the product in the below mentioned link. *** US $4.19 Approximately Rs. 257.99 Rs. 64.18 was debited but it was showing your bank didnot allow payment. How can I get the refund or complete the purchase? Please help.
