octroi charges in chembur

Hi Guys!

I just found that one of my regular buyer complaint me about the Octroi charges collected by BlueDart Courier. He is my regular customer from last 1 year and I use to ship him regularly using FedEx but he was never asked for Octroi charges. Since last 2 times PowerShip orders were assigned to BlueDart and he was asked for Octroi Charges. Any idea why FedEx was not collecting the Octroi and BlueDart is collecting it? I understand rules are rules and if it is then it should be applied to both courier company then why these happening?
