Hello, 

It seems that you are trying to list item on www.ebay.com OR www.ebay.com.au OR www.ebay.com.au. As www.ebay.in, does not ask for paypal as any step of listing. 

As you have encountered this issue ( it calls a block ) , you need to enter a bank details to your paypal account, Once you do this, paypal will deposit small amount to your bank account for your account verification ( amount would be 1 Rs to 2 Rs ) and enter that degit to PayPal site for verification and your account will be verified. 

Once you do this, kindly unlink your paypal and link your paypal with ebay again to affect the changes on ebay.

Make sure, for selling internationally, you need paypal. For , selling on india, you don't need this.
