I've been in the same boat before. In a nutshell, if a buyer doesn't pay, you can start the unpaid item process after 7 days from the end of the auction. If the buyer still doesn't pay in the next 7 days (after you file), then you can close the dispute to get your fees back and give the buyer a strike. Here is the Unpaid Item Process:

http://pages.ebay.co.uk/help/tp/unpaid-item-process.html

Relist the item and if it resells you get the second insertion fee returned.

You can try eBay's Second Chance Offer feature. Best of all, creating a Second Chance Offer is free. Sellers pay only the Final Value Fee when the offer is accepted. Here is the links that will tell you all about the second chance offer:

I have only had to file once on a non-payer--and they paid when they got the notice. I don't think it is because of anything that I am or am not doing--I think it is just the luck of the draw. One thing to try is setting up some buyer block requirements. There are different options you may be interested in here.

You can make your listings for pre-approved bidders only. Each member that wants to bid will have to ask permission. You would add each member to a pre-approved bidder list. Only members on that list will be able to bid.

"eBay" will not let you block bidders with zero feedback automatically. y the way there are no guarantees that any bidder will pay no matter how many feedback they have. Many 0 feedback bidders pay quickly since they are anxious to begin a good buying record on eBay -- of course there are exceptions.

eBay does sometimes limit the bidding of new ebayers. But the restrictions are not consistent across the board and are not known either. You can read what eBay has to say about 'Buyer Activity Limits'.

My suggestion is to follow the take it easy policy. Follow following steps:
1. Thank the buyer for buying and ask for the payment.
2. Follow up for payment and wait for 7 days.
3. Call the buyer for payment.
4. If he or she do not intend to pay, just go for unpaid item and close the dispute in regular course. I suggest not to leave any negativ feedback. This is generally done by non serious buyers.
Forget about them and move forward.

Wish you all a very happy and properous ebay selling.

Best of all lucks. Rajasthanstore.
