Question about unpaid items, please help

I have my first unpaid item that I will have to make a claim aginst.
After I open a claim is the buyer still able to leave feedback, or should I just cancel the transaction and not risk the negitive feedback?
Also at what point can I (a seller) leave neg. feedback on a buyer, do you reccomend leaving neg. feedback or just move on and not leave any?

dont worry about negative feedback, open upi against buyer, if negative feedback will left by buyer after opening upi,then it can be remove by ebay, also if u need to do business on ebay--dont afraid of threats of negative feedback , because if u will afriad then some buyers thinking to get the goods just in free
