COD refused. The product comes back in damaged condition. What to do?

Now I get at least 2 or 3 per week returns for COD orders since buyers refuse delivery.
Sometimes actually product won't be damaged. But the Box that contains the product will be damaged.
Sometimes the product will only be damaged.

How can we claim for this?
How to verify if its a genuine COD order.

You can call buyer and ask them about there order . If they agree to pay then send it.

i do hope ebay makes COD an option
