Payment withdrawn from bank a/c but reported as rejected by icici

I just purchased a product on ebay and i paid using paisa pay. Now what happened is this- my bank account website(HDFC) shows that the money has been tranfered to ebay but a recent email from ebay says that ICICI has rejected it. Now I am in a fit. Not only is ebay not depositing back my money into my bank account but it is not paying to the seller also!
Please suggest as to how I should go about this.
