It seems to me that it is not. You have to accept paisapay, but you can't registe an account if you don't have an indian bank account.

Quite Right. You cannot sell without having an Indian Bank Account. The best way is to join hands with some Indian Seller who may sell on your behalf.

You can have an Nro/Nri bank account. there are many foreigners here in Goa who sell on eBay.
