Bad customer service

The gurantee of My Paisapay and ebay gurantee are all false. I have ordered a mobile phone and when the phone was not shiped even after My Paisapay gurantee period is over I have asked for refund. My  Claim ID:736243, PaisaPay ID:37681597432 and Item number:231354869921 on 6th N ovember, 2014. Even though ebay claims its customer service will contact within 24 to 48 hours, nobody from ebay contacted me. I recieved today a mail that my item is getting shiped. I am fed up with ebay and thinking of moving to consumer court. 

Out os all the online shipping companies, ebay customer service and this My Paisapay thing is worst.
