Your amount will be deducted only for the item you pay.

those items in cart you will not get deducted. ebay doesn't have your a/c details and will never store them like other sites.

If you are talking about selling, then I have come across situations when the final value fees are deducted, though buyer has not paid for the same still. It seems that if buyer puts any item in cart, the FVF is deducted from sellers account.

But you can easily retrieve the deducted value in about 10 days. There is a procedure in ebay to retrieve it.
