Should I file case in Consumer Court, civil court or complain somewhere else against ebay?

I purchased a Gold coin from RSBL ebay and received a copper pendant. Ebay Guarantee and Claim processes seems useless, they did not help.

What would be the best options

Consumer Court

Civil Court

Other Complains?
