Alright i finally receive a reply from ebay and i hope it doesnt make you laugh after reading it. I certainly did. I am a verified seller still i need to wait now for 7 days to verify my new account. Pls read below ----------------------------------------------------------
First email from ebay:

I noticed that you did mention you are a "verified" member, however, I
could not confirm that email "mumbaiemall@yahoo.com" is a PayPal
verified account. I would like to include the following information for
your reference. This is regarding PayPal Verification, which is one of
the key requirements if you are planning to sell internationally

Hi Suraj,
1) Yes your email didnt address my point at all. I am using my credit
card for verification but it says this is already been used by other
ebay id. I have mumbaistores id on ebay as well where i often use this
credit card and i am already a verified person.
2) Similarly since i have already used my mobile for verification before
it is not allowing me to verify again.
If you clearly understant my concern pls be kind enough to provide
enough help and ways to resolve this. I am already a verified user on my
id mumbaistores

3rd Email from Ebay:
Dear Neena,
Thank you for writing eBay in regard to your account.
You have received an Unable to Process error because according to our
records, the credit card in question was on file on your mumbaistores
account when it was suspended, placing a hold on the card.
Though this account has been reinstated, it takes about 24 hours for the
system to reset and allow use of the credit card. You should now be able
to use the card. Please let us know if you have any further problems.

My reply again to ebay:
I feel sad to know that i still cant verify my account due to your
systems. It states that i have already exceeded my number of tries. How
can i now verify myself. If you want i can fax you my documents or send
it over via email. Pls work to resolve this issue instead of sending
emails which is purely automated and not helping me out.

message informing you that "you have exceeded the maximum number of
attempts allowed" this means you have tried unsuccessfully to enter your
credit card information too many times. This "maximum number of
attempts" feature is a security measure designed to prevent an
unauthorized person from guessing your account information.
At this point, you will need to wait 7 days from the last time you
received this error message before you try to place any financial
information on file again. Our records indicate that your last attempt
was Jun-18-08 12:14:26 PDT.
Attempting to update your financial information before the close of
these full 7 days will simply reset the 7 day waiting period. If you
experience additional problems after the close of these 7 days, please
let us know.
