Complaint against ebay Claim Department

I Purchased a furniture item on 31/10/2016. Item delivered in broken condition in Dec following which i had raised an ebay claim on 16/12/2016. After numerous calls and promising to take back the item with a refund, The Claim Department seems to be playing games saying surface transport will come and collect the item. It has been over 12 days since the Claim Department has been saying collection would be done. No collection till date. Neither can a buyer get to talk to anyone in the Claim Department as Customer care support says 'we cannot connect to claim department'. Ebay guarantee period says 20 days. My period has crossed 30 days already. I call the Grievience Officer of ebay as directed by the customer care support and no one pics up the calls saying 'all are busy' and requesting the buyer to call later. Even after numerous calls, the same message and no one picking up. How does one sort this problem out?
