how can i active ebay EGS account?

I have been trying to open an Ebay EGS  account since last month but I could not find any way to register there.

 It shows an error message YOUR EGS ACCOUNT IS NOT ACTIVE.

 Please suggest to me what I can do in order to use this service?

If I don't have an account manager still can I use this service or not?
