Paisa Pay account is showing Zero Balance sold an item for 24000.00 Rs

Cheated by Ebay. Why my paisapay account balance is 0.00 Rs after i sell an item for 24000 Rs. 

I will be going to consumer court and file a suit on ebay. or else I want to rectify the defect.
