Didn't get the refund in prompt

I am Arjun and i have bought  a HP Inkjet All in one from ebay  and i received  a broken item 

i have returned the item back and you have notgiving my money back ,  i want 3500 INR that for purchasing the item

I purchased a new Samsung galaxy S3 from eBay India. I received a used phone with a dead, non-functioning display. I paid COD and now eBay refuses to make a refund. The money was paid to eBay not the seller. Ad soon as I noted that the inner box was tampered with and the product was defective, I called eBay. They opened a claim. It has been 2 months and still no refund. eBay is not making the refund; inspite of displaying a money-back guarantee on its website. AVOID eBay Indià.

my product is copletely defected.though i raise a claim i didn't get any solution.e-bay dont refund me.

I bought 2 items of rs 540 but they didn't ship it to me also not giving the refund please someone hlp me what should I do.
