What is the liability for GST registration in India?

Ebay has informed us "every seller with an Indian registered address on eBay sites will require to have GST registration at the time of GST rollout.In case we don’t receive your confirmation by June 18, 2017 through the aforesaid survey about having your GSTIN by June 25, 2017, we will be placing restrictions on your eBay account"

 

But I find there is limit of liability for GST registration in India? Please refer below

It's true that if your yearly turnover is less than 20 Lakh or you are selling exempted category product then you don't need GST. However this rule does not apply to online sellers. Anybody selling online must have GST.

Will the tax also be paid to govt if the sales is below 20 lakhs. We can register for gst but have to pay gst rate suppose 28% to govt on our total sales even its below 20lakhs.??
Means if my sales is 10lakhs yearly. Govt will take 2.8 lakhs from it wtf
