I am not able to raise PaisaPay Claim

I ordered a item  and the seller sent a different item. Seller don't want to refund or replace as the amount is low.

 

I tried to raise a claim in PaisaPay, but it is not showing the "Save" button in third step. Already contacted ebay chat, phone, email. But no response from them apart from asking to wait till issue fixed. Already waiting from four day and now PaisaPay time period is about to lapse.

 

What to do now. eBay customer support is very bad. I lost my trust in them as they couldn't do anything if a problem shows.

 

Please help what to do when I am not able to raise a claim and customer support is not doing anything??
