jewellery export certificate asked by coustoms

We are sellers on eBay for past 7 years and we deal specifically in gemstones,

 

we normally ship by India post, both by registered post and speed post, During last one year some of our consignments have been returned back to us by the customs asking for jewellery export certificate

 

We have a import export code number and we send our items with coustoms declaration form CN 23 and 90% of our sales are low value items ranging from rupees 100 to 5000 rupees per consignment so it will be impossible for us to get each item valued and obtain certificate for the same

 

As per my knowledge jewellery export certificate is for high value items specially required by exporters who may import back the items and they should produce documents such as purchase invoice/ valuation certificate issued by authorized value for obtaining export certificate

 

My question is do the so called retail exporters or eBay  sellers or online sellers can ship/post  items legally without jewellery export certificate,

 

 

 

If anyone has more information about the subject will appreciate if  they can give us some information on the subject  as per the indian law

Use CN-22

 

CN-23 is for high valued items and hence they have asked for Export Cert anticipating that since you have used CN-23, your shipment must be of a higher value than 25000 INR.
