How the eBay database accepted the same reference number for 2 different transactions on diff dates?

I have bought an item on 08/07/2016 on eBay through Internet banking reference number:GSBI4594519881, having PaisPayID: 43031711658, and the same was cancelled by eBay due to shipment delay, and hence refund was approved on 19/07/2016 by eBay.
The reference number of transaction eBay customer care team have claimed as of refund to me from eBay against PaisPayID:43031711658 on 19/07/2016 as GSBI4594519881, which is actually that of the payment from my side against the same PaisPayID on 08/07/20016.
I have repeatedly point-out it, send them my account statement many times.
You can check in your database whether there is two reference numbers against PaisPayID:43031711658 in records in the month of July-2016 till date:
One for credit to eBay account from my account while buying the item on 08/07/2016, and the other for debit from eBay account to my account while refunding to my account on 19/07/2016 or later.

How the eBay database accepted the same reference number for two different transactions? Reference numbers are always unique. So cannot be same for payment and refund.
I think, Purely eBay database failure, it leaves few loopholes for corruption/ misshandling of data.
Minor correction in the database design is needed to restrict such errors. Otherwise the trust along with the past glamour of eBay will not remain in near future.
