seller not responding

i am purchase one micro max phone with e bay on 26/11/2016, product received on 06/12/2016, but product id damaged, i am inform the seller, i am return sent the product on seller on 08/12/2016. vendor telling with 10 working days cash will be refund, but 10 working days gone, then again i speak seller , he is another 15 days will be refunded, but still amount is no received.

i am waiting the amount 2 month.
