Complaint email address for eBay india

Can someone let me how to complaint about a seller who had cheated and eBay india Customer Service on EMAIL,

I'm outside india now and have contacted seller and ebay many times but they least seems to concern, I had used ebay mail services to contact seller and contact number given by eBay of seller and eBay chat and wrote emails to inrswebhelp@ebay.com but they are least concern to take my issue or take it as complaint seriously, whenever I chat now with them they disconnecte it  and if someone bother to help me they ask me to contact their india on tollfree number which I can't from outside india

Please advice how to take up issue where seller had cheated and ebay customer service is not help me?

This is to inform that the product Nokia C5-00 White Grey Colour Mobile which i have ordered through EBay was not working condition and also the charger was broken. I have manually checked the phone with one my friend as he is working in Nokia software dept around 10 years experience, he informed me that the phone is not an original one and also the parts are replaced duplicate. Its is very shame for you since iam your regular customer experiencing a really bad experience from eBay. Mostly iam ordering the products through online but the eBay has cheated me like this and i have received a very perfect and good experience from flip kart and amazon. Please consider this as utmost urgent and request to replace the product with a new brand one which you have mentioned in your site.
