What to do if seller is not responding and not honouring Ebay warranty??!!

I am bit new to Ebay. I purchased a Door Visor from Ebay on 6th April 14. I received it on 10th April 14 but in broken status. (all the parts were broken). I immediately raised ebay guarantee with photos. Its 21st April 14 today but no call, no follow up, seller do not pick the phone, ebay customer care just promises a call back in 48 hrs, on sending the mail no reply comes even after 48 hrs.

Seems like I have lost my hard earned money. Not sure how to approach further so writing here. 

Hope somebody responsible will read this and help m.

Dear Sir,

If you had raised the claim and attached the photos proof, you need not to worry.

Just be patient and your money is safe with ebay.
