I am trying to give negative feedback for seller but its not considering

I have buy product Blackberry Z10 16GB- Pure White from eBay from seller. I found phone mobile in open box instead of seal pack, so i want to give negative feedback for this but  message is coming that you cannot leave negative feedback for this seller. Can I the reason for this?
