Free Shipping mentioned but Rs. 40 is being charged. WHY??

Hi,

There is an item "Jockey Fashion Shorts 9413 Assorted" wherein the price mentioned is Rs. 516 and "Free Shipping" is mentioned against it. But when I go ahead with the billing it is adding up Rs. 40 for shipping and shoping the grand total as Rs. 556. 

Can you please clarify this as I need this product urgently??

Free shipping is only for the city where the seller is located
