I have raised this point earlier too but seems Ebay is not bothered. Nor are the sellers. Most sellers on Ebay India do not think that a buyer needs a feedback just like a seller needs a feedback. Most of the times they simply ignore feedback requests.
My suggestion is this : Once a buyer places a feedback to the seller your system should send a message that a buyer has placed the feedback and only once the seller places a feedback the feedback will go live. Ofcourse if its a negative feedback like product not received / poor quality product etc the buyer will have every option to override and say place feedback immediately.
I think that way sellers will understand the value of giving proper feedbacks to their buyers as right now most of them do not bother and I have to keep requesting for feedback multiple times.
